Only someone who has access to your phone number can open an Opay account with it.
So, if you own and still using the number, you can get it back through these 2 methods:
1) Request for password reset on Opay app. Click on the Forgot Password? to start the process.
2) Contact Opay customer care to resolve it. DM on social media, send email or call their hotline.

Contact Opay customer care to reverse the money. A rep will ask for prove of sending money to a wrong account and investigate the claim. Opay will also seek consent from the wrong recipient to refund the money.
This will take time to resolve so be patient.
A faster route which may/may not work is to call the person’s phone number (Opay account is a phone number). Be courteous and explain that you mistakenly send the money. He/she might refund the money without you involving Opay.
If not, contacting Opay customer care is your last resort to retrieve the money.
